So Frank, where’s the follow-up? The proposed ACO guidelines with the 5 Quality domains and 65 measures on March 31st. I’d like to hear what you have to say about them. Additionally, I’d like to know what you think about outside stakeholders providing investment in the IT/IS of an ACO given that 75% of participants must fall under ACO participant guidelines. Wouldn’t it make sense to have some provision for venture capital or other companies which exist in the healthcare market to become stakeholders in ACO success?

The final 700 page rule reduced the number of quality domains to 33 with no more than 3 measures each.

Even the vocal critics were pleased with the reduction and consolidation. Remember, this is a demonstration period from which experience will lead CMS to greater understanding. We can only hope this means fewer but more meaningful measures of quality and clinical effectiveness.
